What Is Complication Insurance?
Medical complication insurance — also known as health tourism complication insurance — is a specialist policy that covers the costs arising from unexpected complications following a surgical procedure. Unlike standard travel insurance or health insurance, it is specifically designed for patients who travel abroad for elective surgery and need financial protection if something goes wrong during or after the operation. Coverage typically includes revision surgery, extended hospital stays, emergency medical treatment, and in some policies, accommodation and return travel costs directly linked to the complication.

Is Complication Insurance Mandatory in Turkey?
Turkey’s 26 April 2025 international health tourism regulation introduced a complication-insurance requirement for certain operating-room surgical/interventional procedures. However, recent court proceedings have affected the execution of parts of this requirement. Patients and providers should confirm the current legal position with official sources or professional counsel before relying on it.
This page is for general information only and is not legal advice. Regulation status can change; please confirm the latest position with official sources or a qualified adviser.
Who Is Required to Have Complication Insurance in Turkey?
In current market practice, the requirement is applied to foreign nationals who travel to Turkey for surgical treatment under the health tourism framework. This includes patients from the European Union, the United Kingdom, the Middle East, North Africa, and other countries. The policy can be arranged by the patient directly, by the treating clinic on behalf of the patient, or through a licensed insurance broker such as Sigortabin.
Which Medical Procedures Are Covered?
In market practice, complication-insurance checks are commonly requested for operating-room procedures. The procedures below are examples frequently discussed by clinics and patients in Turkey:
- Hair transplant surgery (FUE, DHI)
- Rhinoplasty (nose job) and facial surgery
- Liposuction and body contouring
- Breast augmentation, reduction and lift
- Dental implants and full-mouth restoration
- LASIK and cataract eye surgery
- Bariatric surgery (gastric sleeve, gastric bypass)
- Orthopaedic procedures (knee replacement, hip replacement)
- Gynaecological surgery
- General and abdominal surgery
When Did the Regulation Take Effect?
The regulation text was published on 26 April 2025. Later implementation notes and legal proceedings (including 2026 sector updates) may affect enforcement scope, so providers and patients should always verify the latest official notices before treatment.
