What Is Complication Insurance?
Medical complication insurance — also known as health tourism complication insurance — is a specialist policy that covers the costs arising from unexpected complications following a surgical procedure. Unlike standard travel insurance or health insurance, it is specifically designed for patients who travel abroad for elective surgery and need financial protection if something goes wrong during or after the operation. Coverage typically includes revision surgery, extended hospital stays, emergency medical treatment, and in some policies, accommodation and return travel costs directly linked to the complication.
Is Complication Insurance Mandatory in Turkey?
Yes. Turkey introduced a legal requirement for complication insurance effective January 2026 under the Regulation on Health Tourism and Tourist Health Services. Under this regulation, all clinics and hospitals that hold a health tourism accreditation are legally obliged to ensure that foreign patients have a valid complication insurance policy before any surgical procedure is performed in an operating room. Clinics that fail to comply risk administrative penalties and the revocation of their health tourism licence.
Who Is Required to Have Complication Insurance in Turkey?
The mandatory requirement applies to all foreign nationals who travel to Turkey for surgical treatment under the health tourism framework. This includes patients from the European Union, the United Kingdom, the Middle East, North Africa, and all other countries. The policy can be arranged by the patient directly, by the treating clinic on behalf of the patient, or through a licensed insurance broker such as Sigortabin. Regardless of who arranges the policy, it must be in place before the procedure begins.
Which Medical Procedures Are Covered?
The mandatory insurance requirement applies to all procedures performed in an operating room. The most common procedures for which foreign patients seek complication insurance in Turkey include:
- Hair transplant surgery (FUE, DHI)
- Rhinoplasty (nose job) and facial surgery
- Liposuction and body contouring
- Breast augmentation, reduction and lift
- Dental implants and full-mouth restoration
- LASIK and cataract eye surgery
- Bariatric surgery (gastric sleeve, gastric bypass)
- Orthopaedic procedures (knee replacement, hip replacement)
- Gynaecological surgery
- General and abdominal surgery
When Did the Regulation Take Effect?
The updated Regulation on Health Tourism and Tourist Health Services, which introduced the mandatory complication insurance requirement, came into force in January 2026. The regulation builds on earlier health tourism legislation and reflects Turkey's commitment to patient safety and quality standards in its rapidly growing medical tourism sector. Turkey receives over one million medical tourists annually, and the mandatory insurance requirement is designed to protect both patients and the reputation of Turkish healthcare providers.
